The Australian skipper has secured 309 wickets in 71 five-day games with an impressive average.
Australia's chief selector the selector has confirmed that pace spearhead Cummins will play a "major part" in this winter's Ashes series.
Speculation had been growing that the 32-year-old might sit out due to a persistent back stress problem that had not yet healed.
Previous updates from the squad suggested no definitive call had been made regarding his involvement, with the five-Test series set to start on 21 November in the WACA.
Bailey expressed that the captain is progressing and felt positive about the likelihood of participating.
"We know that time is getting short and various factors at play, not only his injury, but additional elements," Bailey remarked.
"The outlook is good. There's strong faith that he will feature a significant role. With luck starting in Perth. If not, then we'll pick it up."
Previous Setbacks
He was sidelined the white-ball matches against New Zealand and India recently after scans revealed a stress reaction in his back.
There is a track record of back injuries, with flare-ups in 2012-13, 2013-14 and 2015-16 causing him to miss several home seasons in a limited period.
He emphasized he would be ""aggressive" and "take risks" in his recovery plan to ensure his availability for the contest.
He mentioned that it was unclear if the captain had resumed bowling as part of his rehabilitation but admitted it was "pressing" for him to recover fully for the opener.
Contingency Plans
Should Cummins not be fit, former captain Steve Smith will assume leadership.
The talented all-rounder was recently pulled out from Australia's squad for their limited-overs matches against India as a safety move because of soreness in his side.
Bailey described it as a "minor" injury and mentioned that he'll feature in the domestic first-class competition, so will be "well-prepared to resume bowling."
"Considerable effort has gone into creating the schedule for him to be available for the initial game as an dual-role player," Bailey explained.
"His involvement was limited to the first two ODIs regardless. How he handles the cricket bat in white-ball cricket, even if it just sets him back for a short period, we opted to approach this more conservatively."
